Academia as the Catalyst for Human Capital Development Conference

The national conference “Academia as the Catalyst for Human Capital Development”, will be held on 24 October 2025, at the Aula Magna Hall, College of Europe. The event is organized by UNICEF Albania, with the support of the United Nations and the European Union. 
The objective of this conference is to contribute to this national dialogue and strengthen the link between academia, policymaking, and sustainable human capital development toward EU integration.
Representing University of Shkoder “Luigj Gurakuqi”, Assoc. Prof. Ph.D. Nevila Mehmetaj will join the panel on “Educational Investment Deficits and the Implications for Employment”.
Her study research “Public Expenses in Education and Youth Unemployment Rates – A Vector Error Correction Model Approach” is chosen to present the empirical findings on how public education  spending influence youth unemployment rate and graduated youth unemployment rate with tertiary education in Albania.
The conference will feature keynote addresses by distinguished speakers including Ingrid Macdonald (UN Resident Coordinator in Albania), Federica Mogherini (Rector, College of Europe), Silvio Gonzato (EU Ambassador to Albania), Olta Manjani (Deputy Minister of Economy and Innovation), and Murat Sahin (UNICEF Representative in Albania).
